This project is being delivered in partnership between Lancashire County Council and West Lancashire Borough Council. The scheme will see the pedestrianised section of the street resurfaced with new paving to complement that used on nearby Aughton Street and Church Street. There will also be new seats, decorative lights, litter bins and tree planting, and a revised layout to better accommodate the market stalls.
The scheme is expected to be completed in September.

Throughout the works, Moor Street will be closed to all traffic but pedestrian access to the shops will be maintained. The direction of the current one way systems in place on Church Street and Moorgate will be reversed while Moor Street is closed.
Part of the scheme will include work to ensure that the parking and access arrangements can effectively be enforced. This will then mean that no traffic will be allowed to use the pedestrianised sections of Moor Street, Church Street, Burscough Street and Aughton Street except for legitimate access for loading between 7.00am and 10.00am and 4.00pm and 7.00pm.
Effective enforcement of the access and parking restrictions will improve the environment and experience for pedestrians and make the area more accessible and user friendly, especially for people with visual and physical impairments. It is intended that the changes to make the restrictions properly enforceable will be in place from the start of the works on Monday 16 February.
